About Us

Founded in 2008 by Lesley Welch, a TERO certified engineer with the Cherokee Nation, Spartan was established as an engineering/design, procurement, and construction (EPC) management services firm and the second in the lineage of successful Pulsar Operational Boundary businesses serving the needs of the Energy industry.

While once only catering to the oil & gas industry, Spartan has expanded to provide for the needs of its mining, renewable energy, and utility clientele across the United States, Canada, and Australia. Our staff averages over 20 years of experience with projects ranging from small feasibility studies to large scale EPC (Engineering, Procurement, and Construction) projects supported by our partnerships across all forms of Energy and throughout the US, Canada, and Australia.

Our employees offer a strong frontline along with the technology and infrastructure built from years of best practices working tirelessly in the background. With six offices across the U.S., two global locations and cloud-based execution practices, our employees are given the freedom to serve our clients wherever life leads while providing experienced personnel within a short distance of our clients’ assets. While the work from home philosophy has been a cultural shift in recent years, SEI has a proven track record of its success since our founding. Consistent investments made in our technology, leadership, and strategy have allowed us to recruit the best and brightest regardless of office location.

Spartan is a small business, registered Minority-Owned Business (MBE) with the Mountain Plains Minority Supplier Development Council and a TERO qualified contractor. Diversity, equity and inclusion is in our DNA and has served our employees and clients well for over 15 years.
